We, the undersigned, call on the University Grants Commission (UGC) and the Government of India to ensure that the UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026 protect all students facing caste-based discrimination—not only those from SC, ST, and OBC categories.
Background
In January 2026, the UGC notified new regulations to curb caste-based discrimination in universities and colleges, replacing the 2012 rules. Official data show caste-related complaints rose by 118% between 2019–20 and 2023–24. However, two pleas have been filed in the Supreme Court challenging the regulations, arguing that the definition of caste discrimination is too narrow and excludes many affected students from redress.
Our demand
We demand that the UGC and the Union government:
- Broaden the definition of caste-based discrimination so that no student is denied protection on technical grounds.
- Ensure grievance mechanisms are accessible, time-bound, and free from retaliation.
- Publish annual, anonymised data on complaints and outcomes so that equity is measurable and accountable.
Why this matters
Education must be free from discrimination. Narrow definitions leave vulnerable students without recourse and undermine the goal of the regulations. An inclusive approach is in line with constitutional values and international human rights standards.
