Citizen Guide: Understanding the Devolution Index

TL;DR

The Devolution Index is a government report card for how much power and money states give to panchayats. We can use it to ask better questions at the local level.

What is the Devolution Index?

The Ministry of Panchayati Raj publishes a report that ranks states on how well they have “devolved” (handed over) functions, funds, and functionaries to rural local bodies (panchayats). A higher score means the state has given more real power and resources to panchayats.

Why it matters for us

When panchayats have clear functions and funds, they can deliver services we need: water, roads, health, education. The Index helps us see whether our state is enabling that or not.

Three steps you can take

  1. Find the report: Search “Devolution Index” on the Ministry of Panchayati Raj website (gov.in). Download your state’s summary.
  2. Raise it in your gram sabha/panchayat: In the next meeting, ask: “Has our panchayat seen this report? What is our state’s score and what can we do to improve our own functioning?”
  3. Connect with others: Share the report with other villagers and with your ward members. Collective awareness leads to better accountability.
