Quick answer: Local issues (water, roads, street lights, sanitation in your area) are usually with the panchayat (village) or municipality (town/city). Contact your ward councillor or panchayat office first. For State schemes or departments, use your State grievance portal. For Central schemes, use CPGRAMS.
